Sabrina Trocchi

PhD, MPA

Dr. Trocchi is a skilled and experienced expert on behavioral health, health care systems integration, and health care administration and management.  

Assuming the role of President & Chief Executive Officer of Wheeler Health just months before the COVID pandemic, Dr. Trocchi oversees the ongoing strategic planning and direction of Wheeler in order to achieve its mission and ensure the future success of the 1,000-employee. $97-million organization. The opening of Wheeler’s flagship community health center and administrative headquarters at One Hope Street, Bristol, is the culmination of years of vision and work by both the Wheeler’s Board of Trustees and Dr. Trocchi and her team. 

Previously, as Wheeler's Chief Operating Officer, she oversaw a wide range of community-based and in-home services, including children’s and adult outpatient, community justice, prevention & wellness, family & community services, congregate care, early childhood, and psychiatric medical, as well as grants development and quality operations. She also previously served as the Chief Strategy Officer, overseeing and implementing strategic partnerships, ventures, and alliances.  

She is a noted expert on person-centered care, evidence-based practices, medication-assisted treatment for addiction, and today’s dynamic health care environment. 

Prior to joining Wheeler, Dr. Trocchi served in a number of leadership positions with the Connecticut Department of Mental Health and Addiction Services, including as Chief of Staff.  

She was responsible in directing the planning, development, and garnering of over $170 million in new federal funds for the expansion and enhancement of clinical substance abuse and/or mental health treatment and prevention services. Dr. Trocchi provided leadership and direct oversight to DMHAS’ six (6) state-operated local mental health authorities, with over 1,600 staff, including planning, developing, and directing clinical and administrative programs and services in accordance with policies established by the commissioner and in response to local needs.  

Dr. Trocchi holds a Ph.D. in Public Health from the University of Connecticut and a Master’s in Public Administration from the University of Hartford.
